you can cut them back once the foliage starts to die off...
As for just the leaves probly need to be dug up and maybe moved to a new location.. are they in full sun? and have you fertilized them lately

I have been lucky with mine. We just let them die back naturally.

I think it is lovely that you all have tulips in your gardens. They are such a beautiful flower. The weather where we live is so hot and humid tulips don't do well ... tb

When the petals die off you can cut them off from inside the foliage they make good fillers for other early garden bed residents. Tulips are fond treats for deer so if you live where this might be a problem you might try daffodills instead they do not eat them. My Step Mom plants crocus in the fall right into the lawn. They come up, bloom, and finish just as the grass needs first mowing in the spring! Have fun and experiment with your garden beds. Check your bulbs to see how they fare, if they are growing too close or if rot or bugs have moved in. You can also layer your bulbs from latest (deepest) to earliest (shallow) watching you do not plant too deep. oooh gardens are so much fun-!! Enjoy ladies! Joanna
